If your AC still runs on R-22, you do not have to replace it tomorrow. Running and repairing an R-22 system is legal. But US production ended in 2020, so only reclaimed supply is left, and prices keep climbing. In practice, R-22 system replacement usually becomes the right call at the first serious leak.
What follows is how to confirm what you actually have, what the numbers look like in 2026, and how to decide without being rushed. If your unit is 15 years or older and sits near the Gulf, age matters as much as refrigerant does.

How do I know if I have R-22?
You do not need a technician for this. Walk out to the outdoor unit and find the data plate, a metal panel or printed label on the side, usually near the electrical disconnect.
It lists the refrigerant by name. You are looking for R-22, HCFC-22, or occasionally Freon 22. If it says R-410A instead, none of this applies to you. Photograph the plate while you are out there: most serial numbers also encode the manufacture date in the first four digits.

A faded plate is common here. Fifteen years of salt spray takes the printing off an aluminium label. If you cannot read yours, a technician can identify the refrigerant from the service ports and pressures during a routine maintenance visit.
Is R-22 still legal in 2026?
Yes, and this is where most of the confusion online sits. It is legal to own an R-22 system, legal to run it, legal to repair it, and legal for a certified technician to recharge it.
What actually happened is narrower. Under the Montreal Protocol and the Clean Air Act, the United States ended production and import of new R-22 on 1 January 2020. Equipment manufacturing stopped a decade earlier, on 1 January 2010, which is why that year is the dividing line.
Since then, every pound in the country has come from refrigerant reclaimed out of old systems, or from stock a distributor shelved before the deadline. That pool only shrinks.
Two rules do bind you. Venting refrigerant is illegal, so it has to be recovered when a system is opened or removed. And only EPA certified technicians can buy and handle it, so this is not a hardware store job.
Why the R-22 freon price keeps climbing
Shrinking supply against steady demand does what you would expect. R-22 was under $10 a pound wholesale twenty years ago. Today the installed number on the Emerald Coast typically runs $90 to $175 per pound, and it has risen most years since 2020.
A three ton system, common for a 1,500 to 1,800 square foot beach home, holds roughly 6 to 10 pounds. Empty it and you are looking at $600 to $1,700 in refrigerant alone, before anyone repairs the leak that let it out.

Notice the middle column too. R-410A is on its own phase-down under the AIM Act, and manufacture of new ducted residential R-410A equipment ended on 1 January 2026. Waiting for R-22 prices to come back down was never a plan.

Why "just top it up" is a bad strategy
An air conditioner is a sealed loop. It does not consume refrigerant the way a car consumes oil. If the charge is low, there is a leak. That is a fault, not a maintenance item.
So when someone offers to add a few pounds and send you on your way, know what you are buying: a charge that will escape through the same hole as last time. On coastal units that hole is usually in the outdoor coil, where salt has eaten through thin aluminium and copper.
Three things follow from that.
- The cost repeats. Eight pounds at $120 a pound is close to $1,000, and next summer you pay it again.
- Efficiency drops in between. A leaking system runs longer, cools worse and pushes your power bill up.
- The compressor pays for it. Low charge starves the compressor of cooling and lubrication, and that is the one part you cannot afford to lose.
There is one honest exception. If it is 96 degrees in August and you need the system alive for a few more weeks while you plan a replacement properly, a charge is a legitimate stopgap. Do drop-in replacement refrigerants work?
You will hear about R-407C, R-421A, R-422D and R-438A, sometimes sold as MO99. These are retrofit blends meant to keep an R-22 machine running. They exist, they are legal, and they cost less per pound than R-22.
The phrase "drop-in" is marketing, though. There is no true drop-in for R-22. Here is what actually happens.
- You lose capacity. Most retrofits cost 5 to 20 percent of cooling output, which you feel on the worst day of the year.
- Oil return gets complicated. R-22 systems ran on mineral oil, and several blends need POE oil to circulate properly.
- Blends have glide. Zeotropic mixtures change temperature as they evaporate, so any leak changes the mixture itself.
- Expansion devices may not match. Fixed orifice and older TXV setups are tuned for R-22 pressures.
- Nobody stands behind it. The manufacturer does not approve the retrofit, though at this age there is no warranty left to void.
- It does not fix the leak. This is the big one. You still have the hole.
A retrofit can make sense on a system that is otherwise sound, has a repairable leak in an accessible spot, and needs two or three more seasons. It is a bridge, not a solution. We will tell you plainly which one you are looking at. No hard sales either way.
When does R-22 system replacement make sense?
Strip away the refrigerant politics and this is an ordinary money question. The industry shorthand is the 50% rule: if one repair costs more than half of a new system, replace. R-22 shifts that math, because the refrigerant alone now pushes routine repairs over the line.

What salt air has already done to a 15 year old unit
Here is the part specific to the Emerald Coast. Refrigerant is only half of why your R-22 system is near the end. The other half is the air it has been breathing.
Salt attacks the aluminium fins and copper tubing on the outdoor coil, and pits the electrical contacts in the disconnect and contactor. So a 15 or 17 year old R-22 condenser in Panama City Beach is not a system with life left that refrigerant pricing is unfairly cutting short. It has already outlasted the local average.
That cuts both ways. If yours still cools well, holds pressure and is not costing you service calls, it has beaten the odds. Keep the coil rinsed with water where it is accessible, keep the filter clean, and put money aside rather than spending it now.

R-22 and R-454B are not interchangeable, so a proper replacement means the outdoor unit, the indoor coil or air handler, and a line set that is new or properly flushed. Half-swaps cause problems: a new condenser on a 16 year old coil leaves mismatched capacity and residual mineral oil in the lines.
